About Us

We support public, private and community‑owned organisations to design, structure and secure finance for heat networks that grow with places, people and time.  Heat networks that are a lasting social infrastructure - grown patiently, owned collectively, and designed to endure.


We are a consultancy dedicated to civic heat:

  • identifying waste and natural sources of heat 
  • helping public and community owners build enduring institutions; and 
  • enabling private organisations to connect with stakeholders


We develop credible business cases for heat networks that:

Our Vision and Philosophy

Heat networks should be grown, not imposed—designed to work with place, people and time in the same way natural systems evolve: locally rooted, collectively owned, and resilient by design.


Heat network businesses operate at the nexus of multiple complex regulatory and contractual obligations. This requires organisations with the resources and expertise to create a tactical plan that delivers long term strategic outcomes. 


I have worked within the governance, ownership and management of many of the largest heat networks in Scotland.  This includes Midlothian Energy Limited where I was a Director, and design leadership roles for Queens Quay, Stirling and Clyde Gateway. I work with boards, executive teams and senior management where I seek to help them focus on what they can do now to secure an equitable and low carbon future for their customers and stakeholders.

Paul Steen Ahead!

Paul is Cambridge University educated and a chartered civil engineer with considerable experience of creating and building teams that can successfully achieve complex stakeholder engagement, sales, develop, project manage, deliver and operate energy, civil, geotechnical and environmental solutions.


He has leadership experience managing performance in large matrix organisations, setting plans with data driven targets and cascade these plans into meaningful objectives for managers and their employees, enabling continuous improvement and efficiency of the teams he leads. 


He works with C-suite to prepare, communicate and achieve targeted, budgeted business plans and managing P&L.


He has 25 years experience leading commercial, engineering teams in client and consulting companies, with 12 years in industry, energy strategy, masterplanning, project design, procurement and supervision of district heating.


He is Networked in the energy sector and with long standing relationships with funders, developers, policymakers, industry organisations, consultants and supply chains.


Paul has significant experience of stakeholder engagement.  He is politically connected and informed, building relationships and navigating the civil service and political landscape, including via industry bodies, to reach desired outcomes.


He has worked on a range of projects including complex utility scale energy systems, geotechnical and environmental problems in urban environments, industry, marina, ports and harbour facilities, renewable energy and waste treatment projects. He has experience of concept development, feasibility, detailed design, procurement and construction supervision across energy, building and infrastructure projects. 


He is a creative and energetic individual who enjoys the challenge of new learning and is totally committed to his own continuous professional development, supporting teams and a passion for developing young people.
